Max Pohan

Max Pohan is special adviser of Minister Sri Mulyani. He is Director for Local Government Capacity Empowerment, National Development Planning Agency (Bappenas). He graduate from Economie des Transport, Ecole Nationale des Travaux Publics de l'Etat (ENTPE), Lyon, France (1984-1985), and was awarded CES (Certificat d'Etude Superieures) degree. He holds his MA degree from Economic Policy and Planning, Institute of Social Studies (ISS), The Hague, The Netherlands in 1991. His expertise is on policy of capacity building to support decentralization. He is one of the initiator of the National Framework for Capacity Building. This framework are for better define the overall capacity-building needs of central government agencies, regional governments, supporting institutions, civil society organizations, and the communities to successfully implement decentralization. It also identify and define priorities (especially between sectors) for capacity building initiatives. Other two objectives of this framework are to establish an overall implementation plan for capacity building initiatives that is coordinated and efficient; and to provide a reference for the central government (i.e. sectoral ministries) to use in allocating DIPs and other financial support.
